I have a set of Chrome aluminum wheels that are pitting. The chrome is bubbling. Can I get them blasted and powder coated? I want them black. like on that Stealth Progect

Sure can. Any competent powder coat shop should be able to also sand/media blast them for you.

Post photos after you get it done!

you'll need to have the wheels chemically dipped if they are multi-piece construction. The brake dust and grease gets into the crevice and then "gasses out" onto the wheel when it heats up in the oven during the powdercoat process. This happened to me last summer when i had the wheels powdercoated on ST's Chevy Silverado. Ended up having to do the job twice to get it right.
